DeLand Police make arrests in homicide case

(DeLand, FL) - Detectives have arrested two suspects in connection to skeletal remains found off North Summit Avenue last month.

On Saturday, February 29, 2020, the Volusia County Communications center received a 9-1-1 from a concerned citizen off-roading in the wooded area near North Summit Avenue in DeLand when he located possible human skeletal remains.

The DeLand Police Department responded to the scene and requested the assistance of the Volusia County Medical Examiner’s Office. During an on-scene investigation, the citizen’s concern about possible human remains were corroborated. The remains were removed from the scene and an autopsy identified the deceased as David Franks (31).

After identifying the deceased, further investigation of this case revealed two suspects: Megan Robert (26), and Xavier Alvarez (27). They will both be charged with 2nd degree murder and other charges are pending.

During our investigation it was determined that both suspects are responsible for the murder of David Franks. Investigators discovered that Alvarez is currently residing in Fairfax County, Virginia. Once discovering the location of Alvarez, detectives contacted Fairfax County Virginia Police Department who were familiar with the location and assisted with locating him. The Fairfax County Police Department was able to locate the vehicle and set up a surveillance operation to identify and confirm that Alvarez resided there. During their surveillance operation, they observed and confirmed Alvarez at a location in Fairfax County, Virginia. After observing Alvarez, he was taken into custody by the United States Marshal’s Services and the Fairfax County Police Department. Alvarez is currently housed in the Fairfax County Jail.
